| Tiivistelmä: | The reform of electricity price forming mechanism should be conducted under the guiding principle of "combining competition with standardization". First the competition mechanism should be introduced and power plant be separated from power grid. At the same time, the method of setting prices through consultation between large users and power enterprises will be taken gradually. Second. electricity should be fixed according to standards. We should set prices before establishing plants. The capacity cost should be determined according to the fixed number of years after depreciation. The power development fund be incorporated in electricity prices. The time and seasonal price differences be practised. And power grid-based electricity prices be adjusted according to the principle of quantification and formularization. |
