| Tiivistelmä: | Due to the special relation between social security and public finance under the planning economic system. Up till now there is no unified understanding as to what functions and responsibilities public finance should play in the new social security system. The essay claims that under the market economic system, the relation between social security and public finance is not the relation of which belongs to which. In fact, they have close relationship and are influenced by each other. The essay discusses the special relation between social security and public finance from three aspects, namely social security and financial distribution, social security and financial revenue and expenditure, social security and financial control. |
