| Tiivistelmä: | The countermeasures for reform of state-owned enterprises are as follows: 1.promoting energetically the development of non-state-owned economy; 2. Conducting first the reform of the government organization when carrying out the reform of state-owned enterprises. The key problem in doing so is the arrangements for the placement of a large number of diverted government functionaries. 3.Proper arrangements for the placement of laid-off workers of enterprises, which is a problem we must solve other wise it would likely lead to a great social turbulence; 4.further eliminating the "Left" pernicious influence and instilling the concept of market economy into people for deepening reform. |
