| Tiivistelmä: | There are "withdrawal" barrier and "entry" barrier in conducting the industrial re-organization of state-owned enterprises. The former include economic barrier and the barriers caused by the imperfection of old system and new system while the latter include economy of scale, absolute cost advantage and product differentiation advantage. In view of the above, we should establish two "withdrawal" strategies of state-owned enterprises, i.e., the basic withdrawal strategy and absolute withdrawal strategy. The government should implement state-owned enterprises' withdrawal redemption and the distinctive withdrawal policy towards infrastructure industrial field. As to the industrial entry, a national investment company may set up to ensure the smooth entry of the state-owned enterprises withdrawing from different industries into other industries. |
