Tiivistelmä:In 1998 China's employment status became severe. The main reason was that a large number of hidden unemployment personnel were removed from their work place with the acceleration of the structural reform of enterprises. The quantity of structural unemployment increased. The employment policy target can be set by three levels, short-term, medium-term and long-term. On the basis of ensuring social stability and perfecting social security system we should try to realize the integration of the two kinds of employment system, gradually establish mechanism of labor market adjustment and mechanism of policy-related unemployment rate adjustment and control. we should make efforts to resolve the problem of laid-off workers.
