| Tiivistelmä: | Not long ago the auction fair for some of the state reserved imported wheat was held in Zhengzhou, which provides experience for the exploration of low-cost, high-efficiency operational mechanism of the State grain reserves. The problem is that the upset price is high and the competitive bidding space is small. In addition the auction leading group has no right to flexibly readjust the upset price according to the actual situation at the auction. Moreover, there are also some problems in protecting the bidders' rights. Suggestions: the auction leading group should be entitled to readjust the upset price according to the actual situation at the auction. The upset price should include the transportation expenses and both the buyers and the sellers should pay security money. |
