| Tiivistelmä: | The measures to quicken the development of the middle-western part of China are proposed. 1. Direct investments should be made in public infrastructure to better the environments for investments and its capacity of "making blood". 2. All is done in accordance with the market law to promote the opening by opening, to promote union by reform and to achieve the complementarity of advantages. 3. The aim is to be reached with the supporting factors of the central cities, the old industrial bases and those of high-tech industries. |
