| Tiivistelmä: | A change in rate of return regulation is considered that will dominate standard price setting. Rather than fixing the price that the regulated firm must charge,the regulator should allow the firm to charge any price less than or equal to a ceiling price. The advantages of the proposal are demonstrated and a methodology explicitness takes account of the effect of regulation on financial risk and a technique is developed for measuring the importance of this effect. An example is introduced to demonstrate the techniques and to show the potential quantitative importance of the analysis. |
