| Tiivistelmä: | As unemployment in most West European countries has continued at high levels, there has been a spread of intergovernmental measures to promote local employment inititatives /LEIs/, local authorities have begun to assume responsibility for developing business and employment in their areas, large public or private coorporations have provided direct or indirect support to people wishing to start LEIs, and the trade unions have begun to come to terms with the problems these new developments pose for them. Much more needs to be done, however, to further small-scale initiatives, particularly among those who have difficulty in finding work through traditional labour market and employment services. |
