| Tiivistelmä: | An earlier paper describes the methodology for grant-related expenditure assessment which is estimated by central government as the amount a local authority should spend on education if it wishes to deliver a common standard of service. The first purpose is to bring to bear the principles of economic analysis in order to examine what such a grant system is trying to achieve. Then the study on which the recommendations are based is critically examined, and some reservations concerning its validity are expressed. The discussion suggests the need for more consideration of this issue, particularly in the light of recent policy developments towards devolved responsibility in local government. |
