The main elements responsible for this process are: foreign direct investment, technological change, international trade in manufactures and services, and regional integration. Trade policy-makers respond by multilateral trade negotiations of the Uruguay Round; new trade legislations; the Structural Impediments Initiative between the USA and Japan. Anti-dumping investigations launched against Japanese semi-conductor producers and a bilateral arrangement; a similar case of Ricoh photocopiers in the EC; the reactions of car manufacturing countries to the rapid increase of Japan's market share illustrate trade policy-maker's response to new economic realities. |
