Tiivistelmä:It is questioned if European economics is able to become "the most dynamic and competitive in the world". This paper documents several aspects, e.g. (i) the United States (U.S) outperforms Europe by a factor of the order of three, and the Lisbon goal is not visible, (ii) Europe is heterogeneous, as the United Kingdom (UK) and the small northern central European countries significantly outperform the Big 4 continental ones (France, Germany, Italy, Spain). It is concluded that the Big 4 should accept English as the lingua franca of economics, implementing major institutional reforms. (iii) About 35 leading economics departments account for 75 percent of Europe's research output. (iv) The research concentration in leading departments is substantial but not exclusive being comparable in Europe and the U.S., but leading U.S. departments have incomparably more resources etc. (v) Few PhD programs are efficient in size, especially in Europe etc. (vi) block grants are needed dor higher education which should be organized in Europe at the EU level. It is concluded with a modest proposal (of EUR 15 million per year) consisting of block grants to leading departments and to young academic researchers. Significant changes of current practices are required to progress toward the Lisbon goal.
