| Tiivistelmä: | The would-be-in-effect policy of government procurement will have the following two characteristics: 1) Change of the previous separate procurement to the integrated government one so as to form the scale procurement. 2) The procurement will be based on competitive bidding, increasing the transparency in the purchasing process to make in honest, open and impartial. The steps to be taken for the above purpose are as follows: a) applying to be qualified and certified for being the observer of the "Government Procurement Agreement"; b) Being a member of APEC, China should speed up to work out the policy and law for government procurement. c) Standardizing the government procurement market using legislation; and d) setting up the systems for management and information for government procurement. |
