| Tiivistelmä: | The scale of national debt is expanding rapidly. It raises many doubts in people's minds. So to determine rationally its scale is a big problem in finance at present. During the Nine five-year Plan period, the pressure of paying debt will be intensified continuously. Although the national debt enjoys high reputation and it is easy to raise funds by issuing it, the use of its funds needs to be more rational. However, the present mode of budge management, which is lack of transparency can not play the role of restraining the scale of national debt and its use. So we should improve it in order to turn the situation that national debt has been used to fill up a hole for a long time, establish financing budget, strengthen budget management and enhance the transparency. |
