| Tiivistelmä: | In December 1992 the European Commission put forward proposals to regulate its consultation of various outside interests. The Commission was responding to an earlier document on the subject published by the European Parliament, and the debate at the September 1992 Birmingham summit. However, the issue has since become inextricably linked to the post-Maastricht political debate on transparency in European Union decision making and is now associated with other initiatives designed to improve consultation and provide better access to policy development in the Commission. |
