Tiivistelmä:Even before the Maastricht Treaty was agreed, it was clear that further constitutional reform would be needed in the new European Union. The treaty failed sufficiently to address vital issues - such as the need for greater transparency, accountability, efficiency and democracy. Partial answers were given to fundamental questions. Externally, it failed to address the implications of future enlargement resulting in part from the end of the Cold War. Internally, it made no serious attempt to plug the democratic deficit.
