| Tiivistelmä: | In the 1980s, China's financial system featured"transferring power to a lower level and making a concession in profit" and the central government's practising the system of fixing quotas of appropriated money for localities and enterprises. It played an active role in promoting economic construction at that time. In the 1990s, the system has been exchanged into tax-sharing system, which means that an important step has been made towards the establishment of socialist market economic system. Because of the increasingly outstanding financial difficulty, the increased scale of deficits and debts, a top priority task is to invigorate the national finance. We should formulate the related policies to bring into play continuously the important role of finance in supporting the national economy and social development. |
