| Tiivistelmä: | This paper deals with the contribution of policy making and policy evaluation, focusing on the question of how to evaluate the effectiveness of policy instruments aimed at changing household consumption more sustainable. A framework is suggested for the ex-post analysis of effects resulting from policy instruments. To instrument effects belong changes in consumption patterns (as: "outcomes"), subsequent changes in the environmental state, society and/or economy (as: "impacts"), and side effects. There is offered step-by-step guidance during the evaluation process. |
