| Tiivistelmä: | The main focus of this article is to analyse "internal" Community processes and structures that may shed light on the development of EC climate policy. This implies that less attention will be paid to the EC as an actor in the global climate negotiations. The first section seeks to unpack the climate package and to describe the internal climate process by introducing the most relevant actors. Secondly, a brief analytical framework is introduced for the study of the environmental policy of the EC in general, and its climate policy in particular. |
