| Tiivistelmä: | Area economic growing and developing mobilizes local governments positive factors of organizing and developing economy, and same time it makes differences among areas. Area economic growing and developing advances the reform of banking system and changes of financial mechanism. Because of the two ownerships of specialized bank, its fund movement shows in dependent actions among areas so there are many contradict between the central government and branches of government. It decrease the affect of fund used. To resolve these problems, we should separate the two tasks of specialized banks, and achieve to provide fund by specialized bank itself. |
