| Tiivistelmä: | The lack of vitality of state-owned large and medium- sized enterprises is mainly manifested in inability to meet emergency, incapability for technical development and internal condensation. The reasons for this in terms of policies are: first, economic policies are not steady or continued; second, policies themselves are not well dovetailed; and third, the conduction mechanism of the economic policies is impeded. To solve this problem, we must make enterprises as the basic point, actively transform the functions of the government, formulate scientific enterprise policies while perfecting the supervision system and ensuring the implementation of the policies. |
