| Tiivistelmä: | The two main approaches to development management which have been adopted since the 1960s, i.e. development planning and structural adjustment programmes, have not given the necessary attention to long-term perspectives of the development problematique. In a world which is now characterized by rapid technological, economic and political changes, there is an urgent need to explore the opportunities and challenges of the future in order to design more effective strategies to face the future. |
