| Tiivistelmä: | In conclusion, the reform of state-owned enterprises includes two stages: transferring power to lower levels, rearranging profit-sharing system and transferring operation mechanism. Operation conditions should be improved and large and medium-sized enterprises be market-oriented. Transformation of government functions should be speeded up and government's control of enterprises be alleviated. Enterprise should complete restriction through reform. Corporate emergence and share-holding should be taken. |
