| Tiivistelmä: | The number of the private and individual economic forms in the rural areas of Shanghai and the people engaged in them take a small proportion. Private enterprises number quite few and the productive ones even fever. The reason exists in the unfair and imperfect policies for them. They are badly charged by outposts of tax office and the departments of other kind. On the other hand, some of the individual industrial and commercial entrepreneurs are of low quality. They evade taxation, violate laws and break disciplines. Comrade Wu Bangguo recently proposed attention should be paid to the functions that private and individual economy is playing in the development of our market system and they should be encouraged to grow more rapidly. |
