| Tiivistelmä: | The author thinks that the following should be noted in the reform: 1.The numbers of the departments responsible for enterprises' work, which are going to be reformed into corporations should be strictly restricted; 2.An attention is paid to avoid simple shift in form while turning the departments responsible for enterprises' work into corporations; 3. Sole monopoly should be avoided too when departments in charge of industries are reformed into corporations taking care of state-owned assets; 5. resettlement of laid-off workers made appropriately; 6.The legal system for operational institutions of property rights of state-owned assets established and perfected. |
