| Tiivistelmä: | The various sources of university financing are discussed and their respective role in the university budget analysed in this paper. As the basic funding through the state budget is decreasing, the need to generate new income is becoming more important, even though the possibilities are limited. New sources of funding may have contradictory effects on the university's orientation. The contract procedure between the Ministry of Education and the University is changing the management and budgeting processes within the university, while forcing the university to create new models of resource allocation and of evaluation of internal services. |
