| Tiivistelmä: | There are three factors which have contributed to the shortage of China's basic industries. In terms of system, the shortage of China's basic industries is caused by the patters of capital accumulation and distribution under the traditional planned economic system. In terms of policy it is brought out by the industrial policy attaching importance to heavy industry but neglecting agriculture and basic industries, which has been practiced for a long time. In terms of technology and economy, it results from the problems of basic industries themselves. The basic industries call for large investment and yield slow returns, Therefore, to solve the problem of shortage, we should reform the system of investment and fund-raising, widen the channels of fund-raising, develop securities markets and straighten out the price relations. |
