| Tiivistelmä: | To control the inflated extra-budgetary funds, enhance the government's financial strength and restore its function in finance are the necessary demand of consolidating the state's political power and realising its functions. To invigorate the state's finance, it is urgent to reform the system of management of extra-budgetary funds and bring it into line with budget management according to the nature of extra-budgetary funds. The concrete measures to be taken are as follows: bringing the extra-budgetary funds of administrative units into line with the unified budgetary management and funds into line with the financial budget management, taking different methods of collecting operating fees and strengthening financial supervision. |
