| Tiivistelmä: | The matter of enterprises is, in the final analysis, a market one. The problems facing state-owned enterprises originate in the financing system with the state as the only intermediary, left over by planned economy. So to solve the problem of state-owned enterprises, the basic way out lies in replacing the financing system under the planned economy with the market-oriented financing system, that is substituting competitive capital market for the state's financing. At the same time, the problem of owned historical debt, left over by the state's financing system should be tackled as soon as possible. |
