| Tiivistelmä: | The basic framework for building a social security system with Chinese characteristics and in accordance with China's actual conditions are: The system work in the form of life insurance, with individual security and household security as the basis and social security as complementation provides endowment insurance only for public functionaries and payrolls, which is jointly covered by the finance (enterprise units) and individuals in the form of saving accumulation and provides social relief as ultimate protection for citizens below the minimum standard of living. In putting the policy into effect the following should be taken into account:(1)giving priority to the functions of self-security and household security.(2) ensuring the principal position of life insurance. (3)reforming and weakening social security model. |
