| Tiivistelmä: | (1)The corresponding laws and regulations and the arrangement of rules concerning joint stock co-operative economy proved to be apparently unsuitable and hysteric. It is reported that the Laws on joint stock co-operative enterprises have been included in the legislative program by the National People's Congress and considerable and speedy progress is expected concerning the legislation. (2) The government has played a key role in the development of joint stock co-operative economy, but in some localities the government act appeared to be "inactive" and "meddle some". It is necessary that the government change its mentality and functions (3)It is necessary to strengthen system construction and establish a scientific reasonable operating mechanism, and bring about the transition from joint stock co-operative economy to joint co-operative economy. |
