| Tiivistelmä: | In the course of utilizing foreign investment, China's state-owned enterprises have not attached importance to the system innovation, thus leading to the low efficiency of using foreign investment. In view of this, the author raises the "one plus two" objective model for utilizing foreign investment, that is, one general objective (establishing modern enterprise system) and two sub-objectives (upgrading and replacing the older generation of factors and products by new ones and raising the level of management). It also puts forward the concrete measures to guarantee their realization: 1. perfecting macro management of utilizing foreign investment and strengthening the functional management of industries, 2. setting up development fund for branded products, etc. |
