| Tiivistelmä: | To realize the shift of mode of regional industrial distribution, the central government must promote vigorously the reform of price system of basic industries and continue to raise the prices of energy resources and raw material products according to the unique historical background of northwest regional economic development while shifting its own function. But before the perfection of price system, the policies of giving certain subsidy for prices and returning partial profits to such industrial sectors should be implemented in order to balance industrial gains between regions and avoid or reduce the drain of "dual profits" in the northwestern area as much as possible. |
