| Tiivistelmä: | Selecting and deciding the credit projects for poverty alleviation are a work which needs high policy and technological levels. The difference in understanding when such projects are selected and decided between Agricultural Development Bank and the government's organs for poverty alleviation and development is responsible for the fault in choosing projects. Therefore, the following should be done: changing the narrow concept of policy bank, i.e., poverty-relief bank; shifting the function of the organs for poverty alleviation and development according to the business scope and responsibilities set by the State Council and make Agricultural Development Bank enjoy really the independent and autonomous right of business; conducting widely policy publicity; and so on. |
