| Tiivistelmä: | Drain of state-owned assets and no inexorable connection with property rights transactions and it exists even under circumstance of no property rights transaction. It is attributed to unclear subject of property rights, the system with obscure functions of the government and the State Administration of Sate-Owned Assets, under developed market as well as policy adjustment and legal system construction which lag behind. So the measure for the permanent control of drain of state-owned assets is to standardize the property right subject of enterprises. To clarify the property rights of state-owned enterprises, we should start with the definition of property rights of both enterprises and owners' functional institutions. Besides the functions of owners and the state regime should be separated too. |
