| Tiivistelmä: | The key to solving the problem of laid-off workers at present is to develop a good employment mechanism and social security system and give into play the base function of market in labour resource distribution in a bid to realize marketization in recruitment, multi-channel in employment and guarantee in unemployment. Therefore we need to accelerate the development of labour market and establish social security system as soon as possible. Let market adjust employment and give chances to job-seekers. To this end, we shuld establish a social security system conforming to socialist market economy instead of the welfare social security model featuring the state and enterprises undertaking the whole thing. |
