Tiivistelmä:Western developed countries manage to revive small and medium enterprises (SMEs) by means of setting up leading bodies for SMEs, protecting the benefits of SMEs by laws, developing megacorporations and SMEs in a coordinated way, providing all-round services by financial sectors. Implications for China lie in the following aspects: the policy of "concentrating on large enterprises and decontrolling small ones" aims to emphasize an efficient operation of large enterprises and lift the control over weaker enterprises, which doesn't mean ignoring totally; the healthy development of SMEs is conducive to bringing competition mechanism to large enterprises; the revival of SMEs is beneficial to solving the current unemployment problem which is a real headache for government. It also needs support,protection from related functional department.
