| Tiivistelmä: | Viewed from the experience of foreign countries, developing lottery trade can solve the problem of welfare funds and lighten the government's financial burden. It is feasible to develop it in China for it can provide the public with the largest and most convenient place for investment while at the same time the huge population can also provide the biggest market for lottery trade. To develop China's lottery trade, we should formulate "lottery law" as soon as possible in order that there are laws to go by in the operation of lottery trade. Besides, we should change the present administrative management mode and establish the national or local state-owned lottery enterprises and the standard lottery ticket-issuing network. |
