| Tiivistelmä: | The Chinese international revenue and expenditure balance table showed capital and commercial accounts had only four-year unfavorable balance since 1982, but recently net error and leave out by mistake increasingly add, which reflected the shortages of capital project management. The reasons are no effective division and coordination between state foreign exchange administration bureau and the other departments, imperfect system and framework of inner capital project management, and deviation of management way of "strict distinguished common project interchange from the capital one". |
