| Tiivistelmä: | The aim of this article is to assess digital exclusion from the perspective of women in disadvantaged areas of society. These women are 'information poor' since their income levels, socioeconomic situations and traditional cultures have disabling effects. It is concluded that rather than the market approach theory, an informed public can achieve steady development of its society. The article argues that if the utilization of ITC opportunities in disadvantages groups is left to time or 'natural' market processes, the process of digital exclusion will continue to increase rapidly. |
