| Tiivistelmä: | The purpose of the paper is to present an application TOC thinking process (TP) in public sector service organizations, namely, the Water Utility Division Maintenance System (WUDMS) within the Albuquerque Public Works Department. There are two necessary conditions for meeting the WUDMS's goal of effective management: completing work in a waste-free manner and responding promptly to customer requests for service. |
