| Tiivistelmä: | In many developing countries, especially the oil-exporting ones, subsidies for commercial energy consumption are still widespread. Within most oil-importing countries, taxes on various petroleum products differ widely. Foregone revenues, approximating one-third of all oil export revenues, are explicitly calculated for the electricity sector and for petroleum products in the oil-exporting countries. Finally, subsidies of the other commercial energy sources, electricity, natural gas and coal, are even more pervasive. In almost all of the countries studied, the prices of these fuels do not reflect opportunity costs. |
