| Tiivistelmä: | Issues associated with planning for urban needs provision are examined by looking in detail at urban fuelwood consumption. Urban fuelwood problems can be divided into three categories, the cost of energy to urban consumers, security of fuel supplies, and the impact of the urban fuelwood market on the rural areas which supply that market. Interventions fall into four categories, interventions in marketing, conservation, fuelwood production, fuel-switching. The most important is that planning must be flexible. The importance of community participation in the planning and implementation of interventions is stressed. |
