Tiivistelmä:The tradeoffs are among starting schools locally, using expatriate physicians, sending indigents for training abroad. Foreign training and the use of expatriates involve expenditures of scarce foreign exchange. This is often in competition with other development projects. The developed manpower planning model addresses these questions from the viewpoint of national planners or decision makers with the objective of minimizing total costs while meeting specific per capita of population manpower norms for physicians of a developing country. Dynamic programming is applied to a model seeking optimality in capacity expansion for training physicians.
