| Tiivistelmä: | The efficiency of training and retraining is difficult to measure for only cost data are precise, benefit data are dubious. The only way to circumvent this difficulty is to compare not cost with benefit but cost of one firm/period with that of another. The problems which arise during such a procedure are dealt with in the article. |
