| Tiivistelmä: | The paper applies the issue of institutional competition vs ex-ante harmonization to the case of environmental policy. Using the framework of a two-country model with free flows of goods and capital, the authors prove that co-ordination of national policies is not necessary to achieve an efficient allocation of resources unless there are spill-over effects. |
