| Tiivistelmä: | The definition of marginalized group. Foreigners, refugees, guest workers: 200.000 people, most of them from socialist countries of the Third World under state-level labour contracts. A large part lost its job and has to go home. Invalids, 1,5 million people. There is an employment quota for them in large firms. Homeless: 3.000 at present but will grow to 200.000. No asyls. Former convicts (12.000), alcoholics (O,9 million), drug addicted (140.00): none of them gets work. |
