Tiivistelmä:European institutions seem to have underestimated the complementarity of public procurement of the Member States with public policy choices. There is also an inherent element of contradiction in the objectives of the whole exercise of integrating the public markets in the European Union. The conceptualization of public purchasing as budgetary exercise appears to intentionally exclude the public policy choice element. After all the attempts of European institutions to stimulate the demand side of public procurement in the Member States with view of liberalizing the relevant market, one could question the slow progress and the underlying reasons behind a rejection of the envisaged competitive regime in public markets. By perpetuating preferential public purchasing, Member States pay attention to immediate needs relating to domestic priorities. Such an exercise, however, represents sub-optimal allocation of resources.
