Tiivistelmä:An example of a community-based marine conservation initiative to protect a coral reef ecosystem can be found through the case of Puerto Morelos reef marine protected area (MPA). This MPA's establishment and maintenance has five stages: 1. identification of community leaders' participation (hereafter as: prt-n.) in the project, 2. generation of consensus on the reef's protection need via discussions among NGOs, local stakeholders (here as: s-hldrs.), reef scientists, 3. government (as: gov.) agencies' (as: g-agcs.) involvement in establishing the status of a MPA, 4. take-over of decision-making (as: d-m.) by centralized g-agcs., and 5. on-going problem solving process btw. the gov. and s-hldrs. During a 9-year period, the control of the MPA was taken over by gov. and s-hldrs.' prt-n. brought down from a d-m. to an advice-giving role. Gov. insufficiency to manage this MPA could be avoided through collaborative co-management. Given the small population size of the community and strong sense of ownership, there was a high level of prt-n. in the d-m. processes and scientific advisors etc.
