| Tiivistelmä: | This study analyzes the effect of turnout (henceforth as: t-o.) requirements in referenda in the context of a group turnout model. It is shown that a participation quorum (here as: qrm.) requirement may reduce the t-o. so severely that it generates a "quorum paradox": In equilibrium, the expected t-o. exceeds the participation qrm. (as: p-qrm.) only if this requirement is not imposed. Moreover, a p-qrm. does not necessarily imply a bias for the status quo. ... It is argued that a super-majority requirement to overturn the status quo is never equivalent to a p-qrm. |
